On the morning of June 27, Prime Minister Nguyen Xuan Phuc attended the conference "Hanoi 2020 - Investment and Development Cooperation" at the National Convention Center (No. 1, Thang Long Boulevard, Me Tri, Nam Tu Liem District, Hanoi).
The Politburo Members attended the meeting including: Mr Pham Binh Minh, Deputy Prime Minister, Minister of Foreign Affairs; Mr Vuong Dinh Hue, Secretary of the Hanoi Municipal Party Committee and other leaders of the Party and State, representatives of central agencies, ministries, provinces and cities; ambassadors, representatives of diplomatic agencies, international organizations, experts, scientists ... and more than 1,200 domestic and international investors and businesses. This is the largest-scale investment promotion conference ever held in Hanoi.
Speaking at the Conference, Hanoi Party Committee Secretary Vuong Dinh Hue said that the organization of the conference "Hanoi 2020 - Investment and Development Cooperation" is a confirmation that Hanoi is a safe and attractive destination for investors. At the same time, it shows that Hanoi continues to be determined to be a pioneer in the recovery and economic development after Covid-19 epidemic. From early 2020 to now, the Covid-19 pandemic has seriously affected the capital's economy. However, with efforts to synchronously implement measures to control epidemics and economic development, ensure social security and the Capital's economy in the first six months of the year continued to grow by 3.39%. 12,650 enterprises registered for new establishment, registered capital was 175 trillion VND, up 9% in comparison with the same period last year.
Mr. Vuong Dinh Hue, Member of the Politburo, Secretary of Hanoi's Party Committee delivered the opening speech at the conference.
At the conference, Hanoi City granted investment certificates to 229 projects, with a total capital of 405,570 billion VND (equivalent to 17.6 billion USD). Including 100 domestic projects, with a capital of 227,499 billion; 22 FDI projects, US $ 5.7 billion, and 107 public investment projects. The total number of projects increased by five times, the capital increased by 11 times compared to the Investment Promotion Conference in 2016. At the same time, Hanoi City and investors signed 38 Memorandums of Understanding with a total estimated investment of about 28.6 billion USD; introduces a list of 282 new projects with a total expected capital of VND 483.1 trillion. Investors can register to implement the procedures, with the focal point being the Department of Planning and Investment. These projects focus on the following areas: infrastructure of industrial parks, industrial clusters, trade and services; technical infrastructure, construction of smart urban area; Park; education, vocational training, hospitals; environment, waste disposal; renovating and rebuilding old apartments; housing development; Agriculture; Urban development, logistics, software parks.
Deputy CEO Le Huu Hien (2nd from the right), Viettel Construction's representative, received the Certificate of Merit from the Prime Minister for outstanding achievements in social security and contributing to the State budget.
Speaking at the Conference, Prime Minister Nguyen Xuan Phuc highly appreciated Hanoi's efforts in organizing a large-scale investment promotion event, Prime Minister Nguyen Xuan Phuc expressed his joy when witnessing the award of Hanoi approving investment decisions for 229 projects. Just 60% of the projects that have been put into operation have been very successful of the Capital, especially when the global economy is seriously affected by Covid-19. The city has pioneered and been at the forefront of the prevention and control of the Covid-9 epidemic and is now also very active and making efforts on the front of economic recovery.
The Prime Minister also pointed out the limitations that Hanoi still exists such as the quality of growth is not high, not sustainable, under pressure to compete with many other capitals. The business investment environment has improved, but has not really attracted high-caliber investors; administrative reform, organization of state apparatus still revealed many limitations, ineffective coordination of public service, infrastructure, population ....
The Prime Minister said that Hanoi needs to cooperate with other countries and localities, not only to attract investment for themselves but also to other localities with the spirit of "Hanoi for the whole country, the whole country for Hanoi”. Not only paying attention to big investors and projects, but the city also needs to pay attention to small and medium enterprises of the Capital, business households, cooperatives ...
The Prime Minister also assigns a task to Hanoi to finish the high-income economy prior to the ones of other cities and provinces nationwide before the year of 2045. With its new position, Hanoi today should not only be modest with the definition of Vietnam's political, economic and cultural center, but also strive to become a political, economic and cultural center of Southeast Asia and East Asia.
